You're right, though certain cities may be under jurisdiction of one of the Great Houses excusively, there ought to be places where architectural styles would mix over the years. So while it would make sense that Telvanni style/mentality/culture would dominate in those southeastern areas of Morrowind, in others, years of overlapping influence would blur the line between Hlaalu and Redoran styles. Hope you don't mind this little contemplation .
Nope, contemplate away. Telvanni territory is mostly in the North East of Morrowind, and probably, IMO anyways, the least likely to mix. Both because of mentality, and because their unique structures are directly linked to their magic. Plus, they are the odd balls, even in Dunmer culture.
To the South East you have much more the Indoril/Temple, and finally way down there you have the Dres.
